The Trump administration has set its sights on revitalizing American manufacturing. The recreational boating industry stands uniquely positioned to demonstrate the “Buy American, Hire American” model — an ethos the industry has come to represent.

From manufacturing communities with marine footprints in the Midwest to manufacturing hubs in the Southeast and all across the country, more than 95% of boats sold in the United States are made domestically. Our industry embodies the spirit of American innovation, craftsmanship and economic resilience that resonates across party lines. The jobs, businesses and markets the recreational marine industry serves bring people together. America’s leading allies appreciate and know our industry’s contributions to local economies, job creation and the preservation of manufacturing excellence.

Our challenge, however, is to expand that political base and reach new decision- makers who have a say in our future, especially when it comes to policies that could affect our competitiveness.

The National Marine Manufacturers Association, as the leading advocate for the recreational boating industry, is committed to ensuring that the new administration’s pro-worker and pro-business agenda supports the growth and sustainability of our industry. We welcome opportunities to strengthen American manufacturing, and we must address trade-related challenges that have already affected our sector. We intend to advocate for balanced, pro-growth policies that empower our industry to thrive.

With concerns about tariffs and retaliatory measures afoot, it’s critical that we demonstrate our industry’s unique history and our economic contributions to boating and manufacturing communities.

Proven Commitment

Few industries reflect the “Made in America” spirit more authentically than recreational boating. Across the United States, hundreds of thousands of skilled workers are employed by the recreational marine sector — a global economic engine that gets its start as thousands of marine manufacturers producing high-quality boats, engines and accessories that are sought after by consumers domestically and internationally. We are the largest boating market in the world. With our footprint, we are fortunate to have a manufacturing base of businesses and suppliers that innovate and generate more than $230 billion of economic activity.

Further, 93% of boatbuilders, retailers and suppliers in the United States are small businesses. This speaks to an industry deeply rooted in American soil, leveraging domestic resources and local labor to create products that fuel recreational enjoyment, foster family traditions, and connect communities to the great outdoors. This dedication to domestic production aligns seamlessly with the Trump administration’s goal of reinvigorating American manufacturing and restoring pride in goods made in the United States.

Challenges and Opportunities

While our industry lives by the “Buy American” ideal, we must also acknowledge the challenges posed by current and potential trade policies. The boating industry was disproportionately harmed by retaliatory tariffs the European Union imposed in response to U.S. tariffs on steel and aluminum. These retaliatory measures devastated American boat exports, cutting off access to one of our largest international markets during a period of economic uncertainty.

With our “Made in America” roots, recreational boating fully aligns with policies that prioritize the strength and security of U.S. manufacturing. At the same time, recreational boating’s global competitiveness contributes greatly to the industry’s economic contributions. As we look to the future, we encourage policymakers to consider the unintended consequences of tariffs on industries like ours.

The NMMA is eager to collaborate with the administration to address and prevent these trade-related challenges. A balanced approach to trade policy is essential for ensuring that American manufacturers remain competitive on the global stage. The NMMA will continue to advocate for the negotiation of fair and reciprocal trade agreements and for the enactment of initiatives that promote market access for U.S. goods that help prevent potential retaliatory measures.

Pro-Manufacturing Agenda

Beyond trade, there are significant opportunities for the boating industry to partner with the Trump administration on broader pro-manufacturing and pro-business initiatives. Chief among these is extending the tax legislation that’s currently in place. Pro-growth tax policies that support research and development, that keep corporate rates low, that incentivize capital investment and that reduce regulatory burdens are critical to fostering an environment where marine manufacturers can invest in their workers and U.S. operations.

The recreational boating industry has long been a leader in innovation, from the development of new propulsion systems to advancements in safety and design. By fostering a policy environment that
encourages investment in R&D, the administration can support our industry’s efforts to drive innovation and promote alternative fuels. This stance aligns with the NMMA’s broader commitment to ensuring that recreational boating remains an environmentally responsible and forward-thinking sector.

Additionally, infrastructure investment represents a key area of alignment between the boating industry and the new administration’s priorities. Expanding and improving recreation infrastructure, including public boat ramps, marinas and waterways, enhances access to boating and stimulates local economies. These investments are critical to ensuring that boating remains an accessible and enjoyable pastime for millions of Americans.

The boating industry stands ready to partner with the Trump administration and new Congress to advance a pro-manufacturing, pro-business and pro-boating agenda. Our commitment to American workers, domestic manufacturing and small businesses is unwavering. With a clear vision and a commitment to collaboration, we are confident that our industry is poised to thrive. Together, we can use this opportunity to tell our story, champion our values, and ensure fair winds and following seas for recreational boating in America.
